Temasek Announces New Board Appointment

Singapore, Friday, 14 August 2026Mr Leo Yip will join Temasek’s Board with effect from 15 August 2026. He brings deep organisational leadership, geopolitical insights and extensive institutional governance experience, and will join current members of the Board to provide overall strategic guidance to the management.

Mr Leo Yip retired from the Singapore Administrative Service in April 2026 after 43 years of public service. He was appointed Head of Civil Service and Permanent Secretary (Prime Minister’s Office) (Strategy) in 2017, where he strengthened coordination across the Singapore Public Service, built new capabilities, improved long-term policy planning, and deepened engagement with foreign civil services. He also led the Public Service’s collective response during the COVID-19 pandemic. Mr Yip previously held senior appointments across government, including Permanent Secretary roles in Manpower and Home Affairs, Chairman of the Economic Development Board, and Chief Executive of the former Singapore Workforce Development Agency. He was most recently appointed as Deputy Chairman of the National University of Singapore Board of Trustees.

Announcing the appointment today, Temasek Holdings Chairman, Mr Teo Chee Hean, said the Board would benefit from the experience and insights of its newest member.

About Mr Leo Yip

Mr Leo Yip retired as Singapore’s Head of Civil Service on 1 April 2026, having served in the role from September 2017. He was also Permanent Secretary in the Prime Minister’s Office, including for Strategy and National Security and Intelligence Coordination where he strengthened coordination across the Singapore Public Service, built new capabilities, improved long-term policy planning, and deepened engagement with foreign civil services.

A career civil servant, Mr Yip joined the Singapore Public Service in 1982 as a police officer and served in various roles in the Singapore Police Force, rising to Director of Operations. He later held senior appointments including Principal Private Secretary to then Senior Minister Mr Lee Kuan Yew, Permanent Secretary at the Ministry of Manpower and Ministry of Home Affairs and founding Chief Executive Officer of the Singapore Workforce Development Agency.

Mr Yip currently serves as the Deputy Chairman on the National University of Singapore Board of Trustees. His past directorships include Chairman of the Economic Development Board, SPRING Singapore, Singapore Workforce Development Agency, Intellectual Property Office of Singapore, and SATS Limited, amongst others.

He has received several National Day honours, including the Meritorious Service Medal in 2018 and the Public Administration Medal (Gold) in 2008.

Mr Yip holds a Master of Public Administration from Harvard University, an MBA from the University of Warwick, and a BA in Economics from Clare College, University of Cambridge.
