Passing of our first General Manager, Dr Chua Yong Hai

It is with deep sadness that we share news of the passing of Temasek’s first General Manager, Dr Chua Yong Hai. 

Dr Chua served as General Manager of Temasek Holdings from 1979 to 1982, and imbued the role with a strong sense of mission and legacy of leadership. As our first de-facto CEO, he was appointed with the specific mandate of setting up new management systems and making Temasek a more active holding company as well as investor. 

Leading a small team of four staff, Dr Chua performed his role with distinction, streamlining Temasek's portfolio of companies, reviewing its Board appointees and managing the delicate balance of stakeholder relationships. He also oversaw Temasek’s physical move from a windowless attic at Fullerton Building to the former CPF Building on Robinson Road.  

Beyond his time at Temasek, Dr Chua had an extensive and illustrious career holding numerous roles in the public and private sectors over the years. A chemical engineer by training, he began his career in 1966 as an Assistant Director of the People’s Association, before joining the Singapore Administrative Service and was posted to various ministries including the Prime Minister’s Office, Ministry of National Development, Ministry of Home Affairs, Ministry of Education, and Ministry of Finance.

Post Temasek, Dr Chua held various leadership roles including chairmanship of several companies in the private sector. He was also a non-resident High Commissioner to the Republic of Namibia.

Said Temasek Chairman, Mr Lim Boon Heng: “Dr Chua will always be remembered as a pioneer leader in Temasek’s history. As our first General Manager, he was instrumental in laying the foundations of our operating philosophy and principles that would go on to anchor the institution for generations. His legacy lives on in Temasek’s enduring Purpose and values.”

Dr Chua’s contributions to Singapore’s economic architecture and public service were marked by integrity, foresight and dedication. His passing is a great loss to us and the nation.
